Fuyao University of Science and Technology (working title) is to be built into an applied research-oriented high-level university.

On November 20, Fuzhou Municipal Government and Heren Charity Foundation signed a strategic cooperation framework agreement for Fuyao University of Science and Technology (working title, the same below). According to the agreement, the two sides will establish a support and guarantee mechanism to promote the high-level construction and high-quality development of Fuyao University of Science and Technology.

According to reports, Fuyao University of Science and Technology is a private, non-profit, new applied research-oriented high-level university funded by Heren Charity Foundation. The municipal government provides certain funds and construction management support, and supervises the school. This is an important measure of social charity fund in the field of higher education in China.

It is understood that Fuyao University of Science and Technology is located in Liuzhou Island, Nanyu Town, Fuzhou High-tech Zone, with a total area of about 1,286 mu, close to Fuzhou University Town and Haixi High-tech Industrial Park, and first-class university libraries and museums will be built in the campus with high standards. The university will explore a new university governance model set up by four committees, including the Board of Directors, Academic Committee, Advisory Committee and Education Committee, according to the educational philosophy of high level, specialization and internationalization, etc., and plan to build a discipline system with major engineering groups as the core, economic management disciplines as the auxiliary, other humanities and social sciences and general disciplines as the support, and initially set up six schools, namely, materials science and engineering, electronic information and engineering, environmental science and engineering, instrument science and engineering, science college, economics and management to cultivate high quality applied research talents with international vision, innovation spirit and management ability, and home country sentiment. The university plans to set up Fuyao Scholarship Fund to exempt tuition fees and provide scholarship support for students in need. At present, in order to build Fuyao University of Science and Technology, Fuzhou Fuyao Advanced Research Institute, initiated by Heren Charity Foundation, is starting to recruit top talents from all over the world.

According to reports, Fuyao University of Science and Technology will adhere to the socialist school-running direction, implement misplaced school-running, aim at the shortcomings of high-end technology in manufacturing industry, and strive to build an applied research-oriented high-level university. The internal scientific research and innovation forces of the school will interact and share with innovative resources such as Fuzhou University Town, High-tech Zone, "Sanchuang Park" and Southeast China (Fujian) Science City, and strive to create a virtuous circle of innovation and entrepreneurship ecosystem with high technology as the core, build an important node of Fuzhou Science and Technology Corridor, vigorously promote Fuzhou to actively integrate into the new development pattern, and serve the national strategy of strengthening the country by talents and innovation-driven development strategy.

It is reported that the Heren Charity Foundation funded by Cao Dewang is the first national non-public offering foundation approved by the State Council and founded with financial assets (stocks), and it is also the largest charitable foundation in China.
