The First in Fujian Province! Longyan Shanghang Issued “Forest+ Underforest Economy” Empowering “Fu Forest Ticket”

Recently, the on-site observation meeting and the first batch of centralized issuance ceremony of “Fu forest tickets” for the “three multi-” (multi-benefit, multi-mode joint venture and multi-service) reform of Longyan collective forest right system were held in Gutian Town, Shanghang County. At the event site, Shanghang County took the lead in issuing the province’s first “forest+underforest economy” empowering “Fu forest ticket”, marking Shanghang County’s new progress in deepening the reform of collective forest right system.

Shanghang County took the lead in issuing the first forestry management income certificate in the city by innovating the registration system of forest management income right, implementing forest conversion and income distribution according to shares. At the same time, the “6428” income distribution mechanism was introduced. Jinhu Village, Gutian Town leased 1520 mu of forest land to Gutian State-owned Forest Farm for unified management. The forest price extracted during logging was distributed to the forest farm and the village at 6:4, and the income of the village was redistributed to the farmers at 2:8. It is predicted that farmers can increase their income by nearly RMB 350000, per capita increased income by RMB 1530, village collective by RMB 90000, and state-owned forest farm by RMB 660000 after each round of main logging, which further protects the interests of village collectives and farmers and realizes multi-party benefits. Up to now, the county has completed the registration and certification of forestry income rights in 14 townships and 15 villages, and handled 2,384 certificates of forestry operating income rights, covering an area of 23111 mu and covering 2384 equity households.

In accordance with the business philosophy of “short-term and long-term combination”, Shanghang County innovatively integrated the cultivation of Chinese herbal medicines into the forest ticket business, and issued a special forest ticket of “forest+underforest economy” with a period of 13 years according to the investment budget of mountain farm management and the remaining years of forest management. Up to now, the forest ticket amount of RMB 1.46 million has been subscribed.

It is understood that Shanghang County will focus on the goal of building a national demonstration base for planting fern Chinese herbal medicines, and in accordance with the requirements of differentiated development, focus on promoting the planting of fern Chinese herbal medicines, and strive to introduce domestic well-known deep processing enterprises such as Taiyi Health and Tomson Bianjian, and establish an industrial chain from seedling cultivation to planting to processing, so as to drive forest farmers, enterprises and state-owned forest farms to increase their income and get rich, and accelerate the construction of a pilot county for common prosperity.
