用“二分法”快速实现北卡全民检测——卫高荣致信库珀州长献计，冀早日步入重开第三阶段，留住共和党全国代表大会

【华人头条卡罗莱纳站报道】美中经文协会（CAECA）创始董事长卫高荣，近日致信北卡州长罗伊·库珀和卫生与健康保障部部长科恩，提出快速实现北卡全民病毒检测的“二分法”（the binary search method）方案，希望用这一“妙计”查出所有病毒感染者，使得北卡早日步入重新开放下一阶段，将共和党全国代表大会留在夏洛特。

卫先生在发给州长和科恩部长的电子邮件中说：今天，COVID-19仍在我们州的蔓延，北卡人正遭受这一高度传染性病毒的侵袭，我们的经济受到了深刻影响。原定今年8月在夏洛特举办的共和党全国代表大会，如果转移到其他州，对北卡的经济无疑是雪上加霜。

加强病毒测试能力是发现并阻断传染源，从而有效控制病毒蔓延的前提。而目前北卡州采用的检测程序又慢又费时，耗费了医疗专业人员大量时间和精力。

卫高荣，1971年毕业于台湾师范大学数学系，1980年毕业的宾夕法尼亚州立大学计算机科学/数学硕士，提出一个令人耳目一新的设想——

“用二分查找的方法来加快测试过程，二分查找是一种数学算法。请允许我解释一下这种测试方法如何更有效地检测谁感染了病毒。

“在进行实验室测试工作之前，我们可以将从10个，或20个，甚至100个人身上采集的血液或拭子进行混合，一起测试。检测时，如果一组是阴性的，可以给整个一组人发通行证去工作。若测出某组样品呈阳性，就通知所有这组人再来进行单独测试。只有在某组样本呈阳性的情况下，才需要进行个别检测。通过这种方式，我们可以在短短几天内测试数百万人(驾照可以是通行证的ID)，有效筛选出病毒携带者。”

卫高荣先生说，采用这种方式不仅可以加快北卡罗来纳州进入重开第三阶段的步伐，也有可能为大型活动提供检测依据，将共和党全国代表大会留在夏洛特。

Dear Governor Cooper

/ Secretary Mandy K. Cohen, Secretary of NC DHSS:

First of all, I wish you a safe week ahead.

Today we are facing COVID-19 spreading in our state, and because many North Carolinians are suffering from this highly infectious virus, our economy is deeply impacted. President Trump has said that if you are not able to open North Carolina, then the Republican National Convention should be moved to another state that is in better shape than our state.

Meanwhile, the current testing process we are using is slow and time-consuming, and it has taken much of our medical professionals’ time and energy.

I have an idea to speed up the testing process by adopting the binary search method, which is a mathematical algorithm. (my B.S. Math. of National Taiwan Normal Univ. & M.S. of Computer Science/Math. of Penn State. Univ.) Please allow me to explain how this testing approach is testing who has the virus in a more efficient way.

We will test ten or twenty or even one hundred people together by mixing their blood together, or swab results, before lab work. After the lab testing, if a group is negative, the whole group of people can be issued a pass to work. If the group sample is positive for the coronavirus COV-Sars-2, then each person in the group would be tested individually. Individual testing would be required only in the case of a positive sample. In this way, we can test millions of people in just a few days (Driver licence can be the ID of the pass) and we can sort out those who are carrying the virus effectively and efficiently.

If you have any questions, please do not hesitate to let me know. If you do, or your medical people do, I can explain the idea further. This is simply a technique that actively finds the virus patient. This proposal not only can solve the 50,000 (If they are tested negative) attendee Republican National Convention issue, but also can speed up our North Carolina Phase III reopening.
