任何挑战中国红线的挑衅行为都将注定失败

刘显法

台湾问题事关中国的核心利益，是中美关系中最重要、最核心、最敏感的问题。今年7月28日，美国总统拜登同习近平主席通话时重申，美国的一个中国政策没有改变也不会改变，美方不支持台湾 “独立”。美国国务卿布林肯和总统国家安全事务助理沙利文近期亦向中方作出同样的保证。

美国政客总是说一套做一套。8月2日，美国国会众议长佩洛西不顾中方强烈反对和严正交涉，蓄意挑衅玩火，窜访中国台湾地区。其行为严重违反一个中国原则和中美三个联合公报规定，严重冲击中美关系政治基础，严重侵犯中国主权和领土完整，严重破坏台海和平稳定，向“台独”分裂势力发出严重错误信号，性质极其恶劣，后果极其严重。

世界上只有一个中国，台湾是中国领土不可分割的一部分。一个中国原则是国际社会的普遍共识和国际关系基本准则。1971年联大第2758号决议对此予以明确。1949年中华人民共和国成立以来，包括美国在内的181个国家在一个中国原则基础上同中国建立外交关系。1978年12月，中美发表建交公报，美国“承认中华人民共和国政府是中国的唯一合法政府”“承认中国的立场，即只有一个中国，台湾是中国的一部分”。

世界各国和各国人民已然看清是谁出尔反尔，是谁搅动台海局势，是谁采取单边行动改变台海现状。作为美国政府三号人物、总统第二顺位继承人，不管佩洛西何时、以何种方式访台，都严重违反了一个中国原则和中美三个联合公报，破坏了中美关系，造成恶劣政治影响。美方“三权分立无法约束议会”“如佩洛西决定访台，而中方试图制造某种危机或以其他方式加剧紧张局势，那责任将完全在北京”的怪谈谬论，只能使其国家信誉进一步破产。

一段时间以来，美方大搞以台制华，不断歪曲虚化掏空一个中国原则，加强美台官方往来，助台提升所谓“非对称战力”，在国际上散布“台湾地位未定论”，为“台独”分裂势力撑腰打气。台湾问题涉及中国的核心利益，中国政府在台湾问题上没有任何妥协的余地和退让的空间。我们坚决反对“台独”分裂和外部势力干涉，绝不为任何形式的“台独”势力留下任何空间。任何人都不要低估中国人民捍卫国家主权和领土完整的坚强决心、坚定意志、强大能力。当前局面由美方一手造成，由此造成的一切严重后果应由美方承担。

正如习近平主席在与拜登总统通话中所强调的，坚决维护中国国家主权和领土完整是14亿多中国人民的坚定意志。民意不可违，玩火必自焚。“台独”注定是死路一条，祖国统一是任何人、任何势力都无法阻挡的历史潮流。任何挑战中国红线的挑衅行为，都将注定失败！

Taiwan question bears on China’s core interests and is the most important and sensitive issue in China-US relations. In his latestphone call with President XiJinping on July 28,the USPresidentJoeBiden reassuredthat the one-China policy of the US has not changed and will not change, and that the US does not support “Taiwan Independence”.The US Secretary of State Antony Blinken andNational Security Advisor Jake Sullivan also made same pledges in talks with their Chinese counterparts.

True to US politicians’nature, they always say one thing and do another. Although Chinahasrepeatedlymade clear to the US its serious concerns over US House Speaker Pelosi’s potential visit to Taiwan as well as China’s firm opposition to it,such a visitstilltook place. Pelosi’s visit to Taiwan is a watershed event in Cross-Straits relations as well as China-US relations. It sends anotherwrong signal to the separatist elements seeking “Taiwan independence”,constitutesa gross interference in China’s internal affairs, seriously underminesChina’s sovereignty and territorial integrity, wantonly trampleson the one-China principle, greatly threatenspeace and stability across the Taiwan Strait, severely underminesChina-US relations,and leadsto a very serious situation and grave consequences. There is only one China in the world, andTaiwanis an inseparable part of China. It is an established international consensus and a widely recognized basic norm in international relations.The one-China principle is a fundamental principle affirmed in the United Nations General AssemblyResolution 2758. It isalsothe premise on which China established diplomatic relations with 181 countries, including the US. In December 1978, China and the US issued the Joint Communiqué on the establishment of diplomatic relations, in which the US“recognizes the government of the People's Republic of China as the sole legal government of China”and “acknowledges the Chinese position that there is but one China and Taiwan is a part of China. ”

The whole world now knows which side is breaking its own words, which side is stirring up trouble, and which side is taking unilateral actions to change the status quo of the Straits. Pelosi is the third highest-ranking official in the US government, and second in the line of succession to the US presidency. Whatever the timing or the way she goesto Taiwan, it will seriously violate the one-China principlethe US is committed to in the three Communiquéswhichare the foundation for diplomatic relations between the two countries, andwill undoubtedly create an egregious political impact.The separation of powers in the US by no means makes Pelosi’s Taiwan trip excusable.And the absurd assertion that“If the Speaker does decide to visit and China tries to create some kind of crisis or otherwise escalate tensions, that would be entirely on Beijing”made by Secretary of State Blinken only bankruptsUScreditwith itshypocrisy.

In fact, for a period of time, the US side has been rampingup its efforts to play the “Taiwan card”with the attempt to use it to contain China. It keeps distorting and hollowing out the one-China policy, strengthening official interaction with Taiwan, helpingTaiwan develop so-called asymmetrical defense capabilities,advocating the theory of “undecided status”of Taiwan, and thus bolstering “Taiwan independence”separatists. TheTaiwanquestion concerns China’scoreinterests, over which there is no room for compromise. We will never allow any room for “Taiwan independence”forces in whatever form. No one should underestimate the great resolve, firm will and strong capability of the Chinese people in defending national sovereignty and territorial integrity. As the one who provoked the current tensions, the US has to bear all the serious consequences arising therefrom.

Just as President Xi Jinping has emphasized in his phone call with President Biden, resolutely safeguarding the nation’s sovereignty and territorial integrity is the firm will of the more than 1.4 billion Chinese people. Those who play with fire will perish by it. No force can stop China from achieving national reunification between Taiwan and the Chinese mainland. National reunification has never been a matter of yes or no, but a choice of path and time. Anyprovocative move to challenge China’sred-lineis bound to fail.

As questões relacionadas a Taiwan dizem respeito aos interesses núcleos da China e são mais importantes e sensíveis nas relações entre a China e os Estados Unidos da América. Em seu último telefonema com o Presidente Xi Jinping em 28 deJulho, o Presidente dos EUA, Joe Biden, assegurou que a política deUmaSó China dos EUA não mudou e não mudará, e que os EUA não apoiam a “independência de Taiwan”. O Secretário deEstado dos EUA, Antony Blinken, e oConselheiro deSegurançaNacional, Jake Sullivan, fizeram também as mesmas promessas em conversas comcontrapartes chinesas.

Fiel à natureza dos políticos dos EUA, eles sempre dizem uma coisa e fazem outra.Embora a China tinha repetidamente deixado claro para os EUA suas sérias preocupações com a possível visita da Presidente da Câmara dos EUA,Nancy Pelosi,a Taiwan, bem como a firme oposição da China a ela, tal visita ainda ocorreu. A visita de Pelosienvia outro sinal errado às forças separatistas que buscam a “independência de Taiwan”,constitui uma interferência grosseira nos assuntos internos da China,infringe seriamente a soberania e a integridade territorial da China,atropela desenfreadamente o princípio deUmaSó China,ameaça grandemente a paz e a estabilidadeatravés doEstreito de Taiwan ,prejudica gravemente as relações China-EUAe leva a uma situaçãoeconsequênciasdemasiadograves,queé um divisor de águas nas relaçõesdo Estreitode Taiwan, bem como nas relações China-EUA.

Existe apenas uma China no mundo, e Taiwan faz parte inseparávelda China. Istoé um consenso internacional estabelecido e uma norma básica que rege as relações internacionais.O princípio deUmaSó China é um princípio fundamental afirmado na Resolução 2758 da Assembleia Geral das Nações Unidas, e também a premissa sobre a qual a China estabeleceu relações diplomáticas com 181 países, incluindocomos EUA. No mês de Dezembro de 1978, a China e os EUA emitiram o Comunicado Conjunto sobre o Estabelecimento das Relações Diplomáticas, no qual os EUA “reconhecem o Governo da República Popular da China como o único Governo legítimo da China” e “reconhecem a posição chinesa de que há apenas uma China e Taiwan faz parte da China. ”

Todo o mundo agora sabe qual lado está a quebrar suas próprias palavras, qual lado está a causar problemas e qual lado está a tomar acções unilaterais no sentido de mudar o status quo do Estreito. Pelosi é a oficial de terceiro escalão mais alto no governo e a segunda na linha de sucessão à presidência dos EUA. Seja qual for o momento ou a maneira como ela vai para Taiwan é uma violação grave do princípio de Uma Só China, com o qual os EUA estão comprometidos nos três comunicados, que são o fundamento das relações diplomáticas entre os dois países e, sem dúvida, criará um impacto político notório. A separação de poderes nos EUA não torna a viagem de Pelosi a Taiwan desculpável. E a afirmação absurda de que “Se a Presidente da Câmara decidir visitar e a China tentar criar algum tipo de crise ou aumentar as tensões, isso será inteiramente de Pequim” feita pelo Secretário de Estado Blinken apenas leva à falência o crédito dos EUA com sua hipocrisia.

De facto, por um período de tempo, o lado dos EUA tem vindo a intensificar seus esforços, incluindo obscurecer e esvaziar o princípio de Uma Só China, fortalecer a interação oficial com Taiwan, ajudar Taiwan a desenvolver as chamadas capacidades de defesa assimétricas, defender a teoria do “status indeciso” de Taiwan e, encorajar as forças separatistas da “independência de Taiwan”, para jogar a “carta de Taiwan” com a tentativa de usá-la para conter a China. As questões relacionadas a Taiwan dizem respeito aos interesses núcleos da China, sobre os quais não há espaço para concessões. Nunca permitiremos espaço para forças separatistas de “independência de Taiwan” de qualquer forma. Ninguém deve subestimar a determinação firme, vontade forte e capacidade grande do povo chinês em defender a soberania nacional e a integridade territorial. Como quem provocou as tensões actuais, os EUA têm que arcar com todas as graves consequências daí decorrentes.

Como o Presidente Xi Jinping enfatizou em seu telefonema com o Presidente Biden, salvaguardar resolutamente a soberania e a integridade territorial da nação é a firme vontade de mais de 1,4 mil milhões de chineses. Aqueles que brincam com fogo perecerão por ele. Não há nenhuma força que pode impedir a China de alcançar a reunificação nacional entre Taiwan e o continente chinês. A reunificação nacional nunca foi uma questão de sim ou não, mas uma escolha de caminho e tempo. Qualquer movimento provocativo para desafiar a linha vermelha da China está condenado ao fracasso.
